The report criticised Southern owners Govia Thameslink Rail and the RMT union – who are locked in a bitter argument over the future role of conductors – as well as the Government, noting that “passengers have borne the brunt” of this prolonged dispute.

The committee also told Government Ministers to “get a grip” on monitoring rail franchise agreements generally – finding overcrowding, delays, cancellations, complex ticketing and a lack of access for disabled passengers across the rail network.
